Scars and severe hyperpigmentation are unfortunately not going to respond all that much to a simple over-the-counter topical cream or lotion or oil. You also need to be very patient when starting to treat these types of conditions. If you are opposed to laser, then my recommendation is that you have a series of body peels over that area to encourage the skin’s cell turnover and to mildly re-surface and refine the texture of the skin. This will also encourage the evening out of the skin’s pigmentation. It is then also vitally important to carry this same "treatment" into whatever home care products you apply. I would highly reccommend a product that is high in Vit A to be applied to the area every night (to encourage turn over, suppress more pigmentation and encourage lightening of the existing hyperpigmentation), and the a good SPF to be work over the affected area every day to discourage more hyperpigmentation from forming. Patience is really important in this case as you are only going to START seeing the products working after about 28 days and then slowly but surely it will improve over time.
