I Am A Dark Skin Indian And My Eyelids Are Almost A Blue Black. How Do I Lighten So That I Can Use Lighter Shades Of Eyeshadow?

Your most important lightening tool is going to be a concealer. Get a concealer that is one or two shades lighter than your foundation. Apply it over the whole eye area. Thereafter use your foundation. That should eliminate the darkness factor.
If you want to lighten it a bit more, use a very light eye shadow over the lid and brow bone area as your highlighter.
